The regulations controlling the design, manufacture and use of Electrically Assisted Pedal Cycles (EAPC) are contained in The Electrically Assisted Pedal Cycles Regulations 1983 – Statutory Instrument (SI 1983 No.1168), The Pedal Cycles (Construction and Use) Regulations 1983 - Statutory Instrument (SI 1983 No. 1176), The Road Vehicles (Registration and Licensing) Regulations 2002 -  Statutory Instrument 2002 No.2742 and their amendments.
 
Other legislation states the legal requirements relating to who can drive an EAPC - basically, anyone over the age of 14.
 
To save you having to read all of the dreary blurb, here is the essence of what it contains.
 
The EAPC Regulations 1983 lay down the minimum requirements that a power-assisted bike must comply with.
 
The Bike must not weigh more than 40kg if a solo machine (including the battery but not including the rider), or 60kg if configured as a tandem vehicle.
 
It must also be fitted with fully functional pedals by which it may be propelled. It must not be fitted with any sort of motor other than an electrical one.
 
The motor must be designed to cut out when the vehicle is moving faster than 15mph.
 
The cycle must also be fitted with a plate showing the manufacturers name, nominal battery voltage, and the power output of the motor.
 
Lastly, the power switch or throttle must default to the "off" setting without the constant intervention of the rider to maintain power assistance.
 
 
Warranty Information
 
When you purchase a Wisper Electric Cycle from us, you are taking delivery of a quality machine. However, for your protection, the following warranties are in place.
 
 Main Frame                                                                                 Six years
 Gears, bearings, motor shell, hub motor, front forks                        Two years
 Handlebar controls, brakes (excluding shoes/pads)                         Two years 
 Controller and Charger                                                                  Two years
 Battery casing, battery leak, capacity step down                            Two years
 Paintwork (excluding deliberate/accidental damage)                        Two years
 Front axle, flywheel,, chain wheel                                                  One year
 Electroplating on wheel rims, rack and kickstand                            One year
 Other cases that render the bike unsafe.                                        On negotiation
 
If the product has a quality fault within 15 days of delivery, the part will be repaired or exchanged, or, in exceptional circumstances, we will replace the entire vehicle.
 
The period of warranty assurance shall commence from the day that delivery was made to the retail customer, or from the day that the retail customer collects the vehicle from the retailer.
 
In order to validate the warranty, the retail customer must register his or her bike within 14 days of supply. Greased Lightning Cycles will do this on behalf of diurect customers. Internet customers will be advised how to activate their warranty at the time of supply.
 
Exceptions that will NOT be covered by the comprehensive warranty.
 
Damage resulting from misuse, abuse, not maintaining the vehicle or not following the guidelines within the owners operating manuals
 
Accidental or deliberate damage
 
Damage due to private repair, or alteration/modification, or work carried out by unauthorised service centres
 
Failure to produce invoice or proof of purchase
 
Failure to register the bike, as described above
 
Failure to have your bike safety checked within 300 miles or six months of delivery.
 
Spare parts or components that become worn as a result of normal usage, such as brake shoes/pads, chains, transmission components, and tyres.
